Just an "out there" ideas.
Have you checked your transmission fluid level? If its low, the line pressure wont be the same.
Have you replaced the filter recently? It could be clogged and causing the delay in shifts.
My understanding of the TV cable, due its ability to adjust, it cant really be stretched.
lm sure others, more familiar w/ the internals of the transmission, would be able to go into more depth as far as the workings.

If you have a 700R4 out of a v6 and you are running a v8 you won't be able to get the shift points right because of valve body differences, or so I have heard. Waaaaaaay out theree but just thought I'd mention it.
700R-4 is the same whether in a V-6 or V-8. sometimes you cant get exactly the rpm's you desire to shift at. lots of times at my shop we have to modify the governor or change the springs. the cable will only get you so far

It's his origianl 700R4 that came with his 305TBI car.....it was rebuilt a long while back!! After it was rebuilt, he put it back in with the 305TBI and it shifted where he wanted it too! Now he's swapped to the 356 with a carb and he can't get the shift points back where he wants them!! The valve body has been modified to the max! This thing will f*cking rip your head off when it shifts...I don't like riding in it a whole lot!

Actually a V6 700r4 won't bolt up to a V8 motor, the bellhousing's too small.
If the TV cable isn't attached to the carb correctly, that would probably cause the problem...

So you shove the cable all the way in, and release the tab. The cable then won't pull out? Yeah, something's wrong with the adjuster or cable. The cable should ratchet out a few clicks.

Even then, there are different input drums/clutch counts from the 4.3 to the v8
I think he meant the TV adjustment/ect is the same
