How to shift at lower RPM or get more pull from higher RPM?

How to shift at lower RPM or get more pull from higher RPM?
In my '85z28 305 TPI 700R4, when I hammer the throttle... the rpms rise real high I feel the pull nice and well... then as it gets about 4000ish.. I can feel the acceleration slow alot, then the rpms still rise and shift into the next gear between 4500 and 5000......... so how do I get it to shift the bit sooner to maximize acceleration, or is there something I can do to make more pull at that higher RPM? I've heard of putting hotter coils in to burn better at high RPMS, worth it?
AH yes, a 305! I had the same thing happen with my '86 Firebird 4BBL. It would flatten out at 4000 until it's 4500 WOT shift point. Allot of this is the straw sized intake ports used on the 305. You could go to heavier weights on the governor to try to get a 4000 shift point so as to not waste the time getting to 4500 or maybe a little more advance or something like that would help. Most people will probably say just start looking for a 350!

To my knowledge I don't have a governor... at least not what I know as one. And a 350 isn't an option. Don't have the cash.
Would an upshift kit help?

Governors that I know of, limit the speed of the car? Is that was this one does or what? Cause I've done 150.
