Tranny is shifting, but not at the right times

Tranny is shifting, but not at the right times

Ok this is what is happening. The car is in OD and the gas is stomped. Pulls like it should in 1st, but shifts to second way early. Then it recovers in 2nd and pulls hard, and then shifts early again (at 3500) and tries to pull in drive.
The same goes for being in "D"

The only way to get the gears to stick is to manually shift the car through the gears. When it is manually shifted it pulls like it is supposed to.

The tranny governor and the TV cable have both been replaced (by replacing the governor the problem of the tranny not shifting up was fixed)

Any ideas?

Also exactly what does the governer control in the transmission? I got to thinking about it and maybe we got the wrong one.

The Governor tells the tranny how fast the car is going by regulating line pressure into governor pressure. There are different ones because some engines have to shift early (Diesel for ex.) and soome can shift real high (like an IROC).
