86 700r4 slips in 3rd and hard shift out of 1st

Hello, i let my friend, the "transmission man" rebuild my 700r4 out of my 86 iroc because the front pump was going out. he replaced the front pump and all the clutch's. the only now to get the veh to shift to 2nd is to let off the gas, then it upshifts. otherwise it will go past 6k rpm's. it also slips in 3rd. he didn't do anything to the valve body. do any of you guys think it may be a stuck valve in the valve body? any idea's would be great...thanks for all you help. tom

P.S. i don't know how the trans shifted before the rebuild was done.

Start with a correct TV adjustment: To adjust the TV Cable skip the book method and do this: Press the D button on the adjuster and loosen the cable setting. Now, have someone floor the gas pedal while you check to see if the throttle plate is open all the way. Usually they are off a little and will wiggle. Do whatever you have to do to get it open solid. Now, with the pedal still floored, press the D button and pull the cable casing (the black tube) back as hard as you can and release the button. You now have the engine, tranny and gas pedal all in sync at WOT. Mark the cable so if for some reason it gets moved you can know where to put it again. The problem with the 'self adjust method' is that it bends things and puts them permanently out of whack. It is also the full TV setting, which is theoretically what the GM method does.

After that get back to us and see what happens. If it is really slipping in third
It doesn't sound good.
