vacuum modulator adjustment

Turning the screw in the modulator clockwise makes the tranny shift later. If the screw is in as far as it will go, will it cut off all vacuum to where it cannot shift? Or is it not possible to turn it in too much?

You should not have to go that far. There is, much like TV Cable adjstments, a 'right' spot and the rest is calibration. I suspect what you really need is to change your Governor calibration to get higher WOT upshifts.
