my 700r4 is shifting way too early in drive and overdrive, how do i fix this?

Engine: 5.7L HSR, 58mm tb,24lb inj.,lt4 cam
Transmission: 700r4,3000 stall,stage 2 shift
Axle/Gears: 10bolt 3.23 ratio
my 700r4 is shifting way too early in drive and overdrive, how do i fix this?
i recently had my 700r4 rebuilt with a shift kit, special clutches, vette servos, and a 3000 stall lockup converter,. for some reason it wants too shift realy soon and goes into overdrive at about 40. ive tried addjusting the tv cable and it doesnt seem too help the problom, i have the cable pretty tight right now and still goes into od at 40. I did ask them too change the govenor springs but not sure if the did because when i WOT from a dead stop it will shift at 4500 rpms no matter where i set the tv cable. Can someone please help me out, i cannot fuiger this one out?

If the TV cable is set right, the correct way to tune the shift points, is with governor springs & weights.
