82 Z28 Speedo Issues

82 Z28 Speedo Issues
The previous owner swapped the Th200C with a TH350. My speedo is never accurate now. It often runs up to 45mph then springs back to 15 before climbing back up to 45. Could this have to do with the tranny swap or just a crappy Speedo?
