Moser 9" axle flange issues

Moser 9" axle flange issues

Notice the axle flange bolts? They aren't fully threaded. They are 4 T-shaped bolts, through the axle flange, into the brake mounting plate, with a lock washer before the nut. I'm a bit concerned with the nut only threaded that much. They are torqued to 45 ft-lbs, just to see if it would draw them in any more, but no luck. Any suggestions?
Also, anyone know the torque specs on these 4 bolts?

Just the flange on the housing and the backing plate. Do these actually have lock washers on them? I assumed they went on there since I have 8 of them. What if I were to take off the lock washers and just use loctite on the nuts?

I never had a problem with them being long enough. Contact Moser and see what they say. They might have sent the wrong T bolts. They are pretty good about sending replacement parts if something is wrong.

I'm planning on calling them tonight, but these are what came on it from the previous owner. He ran it roughly 2k miles. I didn't look real close at them when I took them off unfortunately.
