I'll asume you've adjusted the TV cable properly. If indoubt
use Transfixleo's method.
after that i'd look for
Low fluid level ,TV valve may be stuck full in. Governor broken or stuck. I'd bet on the TV valve.

It might be better to get the help of a professional
trans tech to fix your trans. Not rebuild it, but fix the problem.
(Assuming the tranny isn't smoked)
This would involve dropping the trans pan and disissassembling the valve body. The different valves etc need to be inspected and cleaned. This would be a good time to install a "Transgo SHift Kit"
This kit containes certain fixes and cures specific to the th700r4
such as the stuck TV valve. Have him inspect the 2-4 servo for broken parts while he's installing a "corvette servo" also.
Then have him inspect the govenor for wear or a stuck piston.
Have him check proper tv valve, cable carb linkage operation
while the pan is off.
Find a experienced trans tech, tell him the problem and
what you want done. Get him to estimate the job before hand.
If its within your budget, get him to do it and pay him.
If it takes a little longer than planed, and he has to charge you a little more , thats life. But it should be pretty straight forward
and not cost an arm and a leg.
Because of your lack of knowledge on this , I think its your best bet.
You say you just did a motor swap. Where did the trans come from? Junk Yard?, bought used,? took for another car.?
Fresh rebuild?
What is the condition of the trans? Did it ever work right for you?
