700r4, low shift points

My 700r4 shift too early, ca 3000rpm at WOT and 4th kicks in at only 27mph.
Is this something I can correct by using the springs supplied with my Transgo Shift Kit?
If so, should I install weaker springs to increase the shift points?

(The trans came from a V8 Caprice, but it had the 554 servo and 0.391 boost valve. Doesn't this indicate that it's a V6 type? Could this be the reason for low shift points?)

The TV cable is not adjusted correctly, adjust it to transfixleo specs. Second get rid of the 554 servo & replace it with the 553 or 093. Third minimum of .422 main boost valve. Fourth minimum of .282 intermediate/reverse boost valve. What governor do you have now?

Thanks Pro Built!

TV cable is adjusted according to transfixleo specs.
I have the Corvette servo, .500 boost valve and .287 intermediate/reverse boost valve and Transgo shift kit.

Don't know what govenor I have though. It' pretty inaccessible at my car, I will have to remove exhaust and lower crossmember first.
Will of course do this if necessary, but it would then be nice to know if I might need other parts than the springs supplied with the Transgo.

One thing I forgot to mention is that the trans shift almost immediately from 3 to 4 during a normal (mild) acceleration.

Anyone? I could need some help with this. Don't want to open the govenor if I don't have the parts I will need.
Will I probably need new lighter weights or could the Transgo springs be enough?

Some more info: The transmission had 18/35 speedo gears as it came from the Caprice.
The correct for my car is 17/41, so it's a big difference.

I took out the govenor from my original TH350 to get a better understanding of how it works.
From what I can tell it has 3 parts that controls the valve:
Large heavy outer weights.
Smaller inner weight.
Springs that "helps" the inner weights

Anyone who can explain how these works together to control the shiftpoints?
