Is the flange rusted off, or did the piece that holds it tight to the manifold (header as you called it) rust off?

You can buy a two piece connector (holds the Y-pipe to the manifold) at a garage for less than $10, let the car warm up, apply pentrating oil like mad to maifold studs, turn very slowly, if you think it is going to break off, stop!

Put the new connector aroung the flange on the Y-pipe.
Tighten it back up and it should solve the leak.

If your not to mechincally inclined, take it to an exhaust shop.

Take to a muffler shop.
IF you see white powder expect a cracked exhaust manifold.
