Most important question is "do you intend to keep this car/motor or would you buy something else if you had the money" You'll never get your money back out of it if you intend on selling it.

If you're like I was....on a very low budget and saving up between modifications, with the intent of keeping the car with the full realization that it's still not going to be very fast....here's what I did...I think it's a reasonable order for the money-minded.
Intake: There are several ways to go. Most prefer to build an intake out of PVC tube with a conical filter on the end. You have a 3.1 so it's extra easy. Just remove the intake 'arm' by loosening the two screws, then take the big bolt out of the middle of the filter canister holding it down. Disconnect the sensor connector from the side of the can, and using a wrench and some serious arm strength, screw the sensor out. It might take some liquid wrench and the assistance of, say, Arnold Schwarzenegger. I just got this big guy named Tony. I'm not kidding either! Remove the can. Reconnect the sensor you removed to its connection. Place it somewhere NEAR the filter and tape it down. As long as its reading is close to the actual air temperature going into the filter, you're fine. Now, get the PVC and filter, and start building! Use the original flextube...it's too much hastle to try to build something without it. Or if you wanna half-*** the whole intake..just drop in a K&N replacement filter. But the difference will NOT be that big, I'm warning you.
Exhaust: Summit Racing. Dynomax Super Turbo catback. $155 if I remember right. Comes with all piping past the catalytic converter, and includes the Super Turbo muffler. The piping is 2 1/2 in., as opposed to stock 2 1/4 in., and is mandrel bent and stainless steel. Stock piping is badly crimp bent. This mod will give an exceptional amount of power. Cars who would beat you before by a car length, you should now be able to beat. I know..I did on my old car. (3.1 auto) Fair warning...the catback does not come with tips, just the ugly muffler exit pipes with their own "tips"...but they ARE extremely ugly, so if you want the "bling bling" factor, buy some tips when you order the catback. I got the Edelbrock chrome angle-cut intercooled 3 1/4 in. tips.... They looked great, but were pricey at around $30-$35 each.
Ignition: *New plugs - (DON'T BUY SPLITFIRES! And you can experiment yourself with the Bosch Platinums...there have been both positive and negative experiences here on the boards. Dont buy the +2's or +4's though..WASTE OF MONEY.)
*New wires - Don't overspend...you arent gonna see extra power out of them unless the old ones were junk. However, 8+ mm wires are the better choice..7mm's are wimpy stock stuff. You can get a set of Taylor SpiroPro 8mm wires, which are very well built wires, for between $50 and $60 for a custom set. And they're available in any color you could ever want.
*New cap and rotor - Just get a blue streak one or something...just make sure it has brass terminals. If your old cap and rotor was only 'ok', replacing it will make quite a big difference! You'd be surprised! That's like $20.
*New coil..optional.. Check it to see if the spark color is ok. White = good. Blue = accceptable. Anything else = too cold.
I recommend an MSD Blaster GM HEI direct replacement coil. Accel and Hypertech also offer direct replacement units. Matter of preference.

Also, as far as spice, you can apply the ideas above with the major tuneup post of mine. Thanks guys, that is alot of help. And i am looking for more cheep and i do wanna keep the same motor. Yea that will be alot of help to me, im trying to get up with the Iroc's, Its kinda funny when a iroc trys to talk trash then you smoke him with your 3.1L V6

I would do the tune up like Tom P said but if you end up doing the tranny fluid if it hasent been changed in a while or is burnt it would be best just to leave it alone it MAY cause your tranny to go. If you do decide to do it use Valvoline Max Life ATF fluid works well.
Mod wise i would start with the intake if you dont have money to make a CAI just take off the air silencer on the air box and cut some of the metel off along the sides that will work thats what i did before i did the cold air intake. If you do a cold air intake go to autozone and look up a filter for a newer chevy trunk disel it is a hudge open element.
Then i would put a crank pully on the car it will be smaller and you will gain HP and get more MPG so you can save for more mods that runs 50 bukcs plus a new belt.
Then go with a nice exhaust and high flow cat.
Then msd box and coil and you will have a replica of my 91 3.1 camaro except i have a chip in mine. Dont forget to change the O2 sensor.

Yea im trying to learn as much as i can about intakes, cause i dont know **** about them. So alot of the stuff yall are saying i dont understand but im trying!! haha can someone explain to me what to do with my intake in retarded turms?? haha Sorry for the truble and thank all o yall or yalls replys.

A "cold air intake" is basically just opening up the flow, and removing any restrictions. Most of them don't suck in real cold air, just less restrictions. So basically, anything that looks like it restricks airflow, try and find a way around it. Except the air filter itself.
Fast Rs is talking about that little round canister in the right front of the engine bay that the air tube goes it. He is saying cut about half the sides off of it. This is a cheap fast way w/o buying any parts. Some remove that whole canister, and just attach a cone (euro style) air filter to the plastic tube and are done with it. Others create them from pvc tubing, aluminum dryer ducting, all sorts of stuff. Just rem, less restrictions, the better. Anywhere you can direct it to get cold air, but no water, the better.
I installed a older camaro v8 TPI air intake. Looks stock, does its best to get cold air in.
On a sad note, I "doubt" you will beable to hang with irocs. However, I bet you could give them a nice surprise.

did the Y shaped intake not come on V6s? My car came with one and mine has an IAT bung that my friends IROC doesnt have. I just gutted my intake and will be putting it on soon
