Vacuum leak causing hard start?

Could a small vacuum leak cause a hard start situation. I know that I have a leak in the cruise control system it stopped working completely, now I wrapped the biggest crack with electrical tape, and it works a little better (it works for about 2 seconds, then goes seemingly WOT, then stops working completely). So can a hard start problem be the result of a vacuum leak?
