2.How much HP does smog pump actully drain?
3.Will anything else malfunction? EGR or SES Lights?

Hey, sorry im the help you get, seeing as im from the other "stable" but working on Doward's car, no, we didnt need a pulley for removal.. you just need to alter your belt size.. (sorry dont know the number off hand.. but just wrap some string around the pullies in the correct order, and then subtract 1-2 inches for the tensioner, and then work from there. either way, keep the number, for when your belt wears out.
2.) Removal of the smog pump may not even show a diff on the dyno, but does remove parasitic drag on the engine which (again not much) helps engine rev a little freeer (more free, less non-free?) and, since the smog pump adds air into the cats to help emissions, you can remove cats (in certain areas) as well to help, freeing up your exhaust and belts/engine, you may get a couple of hp, maybe in the 5 range?
3.) again, not the bloke for this question, but i believe it depends on the year, OBD I shouldnt, OBD probably will.
hope this helps. cheers
