Idle is set by the ecm, and you can not adjust that.

Oil in the TB? Excessive blowback, pvc wrong, gasket leaking.

If it was rebuilt 90 days ago, I'd take it back and complain.

Like I said, idel is controlled via the pcm.

If its stuck fast, something is leaking (vac leak), jammed, not hooked up right.

Take it back!!!!!!!

That's why I get everything with warranty... it's worth it. I have (on my trans) 12000, 12 month warranty... for the rebuild kit, pump, and shell... Everything else I get is from O'Reilly's and almost all is Lifetime, therefore; if it breaks, I don't shell the same cash out twice.

Also, I wouldn't do business w/ those guys again... They have crappy customer service. If it indeed is the PCV Valve, and it messes up more stuff, you can take them to court for it :P

if the pcv valve is stuck open it could allow enough air in with the throttle closed and iac at minimum to make the idle higher than it should be. oil could also be splashed up from the rockers and sucked in through the open pcv valve. thats actually about your only chance of getting oil in the throttle body, so i would say pcv is definitly a culprit. replace both valves, they're like $3 a pop.
----------
or for a free check, disconnect the pcv from the tb, and plug the hole(in the tb, DONT PLUG THE PCV LINE), if you get the hole(s) in the tb fully plugged the idle should lower(although the iac counts are probably messed up because of the pcv) or at least change from what it was with the pcv hooked up. if so, replace the pcv stuff and you'll probably have to disconnect the battery and have the computer relearn the idle.

How does the idle respond when AC is turned on and the compressor is running?
