Weird idle problem...Normal at start-up, 1500 after a few mintues.

Weird idle problem...Normal at start-up, 1500 after a few mintues.
When I start my car it idles around 900-1000 - not too bad.
But after I've revved it past 2000 a few times, it stays around 1500.
Even if I'm driving and the RPMs are lower than 1500, say 1200, when I put the car into nuetral or press on the clutch, it climbs back to 1500.
It started when I cleaned my intake plenum and throttle body (while it was in my car using TB cleaner for fuel injected cars). After that it would idle high even on the start-up. I got a new IAC and installed it. Helped a little bit. I messed with the minimum idle screw, which I regret doing. But it is now set as best I can figure it should be. When I push the plate back against the screw it idles at 900.
I've checked for vacuum leaks by spraying carb cleaner on potential leak spots.
Can't figure it out. Anyone have any opinions?
