RPM signal problem?

RPM signal problem?

Recently my car has been having an issue where it will idle high, between 500 and 600 rpms higher than what it should be. Once it idles high, when I give it gas, it sputters and stalls. Upon restart, the exhaust is pitch black, and smells like pure gasoline.

Originally, the engine code I pulled was for a bad TPS. So I replaced the TPS, and I'm still having the same problem, and now I've got another code being thrown, for an 'RPM Signal Problem,' a code 17. What does that mean, and how can I fix it?
