I don't imagine they would... emissions is basically "how well combustion takes place". The pulleys are acting like a lever with the fulcrum (pivot) in a different spot. The motor isn't working as hard to spin everything.

At least that's my guess on the situation...

The only guess I have is consider this. Pulleys slow down your water pump, which will let the engine tend to run warmer. The warmer your engine is generally, the better the emissions. If anything, my guess is they would help your emissions!!

Although, a crank pulley may slow down your air pump...not sure on that. Either way, I wouldn't worry about them at all.
