3.4 swap? Or rebuild carb'd 2.8?

Car: 84 Camaro
Engine: 2.8L V6
Transmission: 5 speed
3.4 swap? Or rebuild carb'd 2.8?
Hey everyone, so I am in sort of a dilemma here. I want to get my Camaro to run right and pass smog, neither of which it is doing right now...
So, here is my situation. The Camaro I have right now won't pass smog, already installed a new cat (mine was completely screwed), distributor cap (mine was broken causing misfire), ignition module (weak spark), PCV, spark plug wires, spark plugs, and completely redid the vacuum system. The PO tore the vacuum system out pretty much, only about 10% of the hoses were intact and working. I readjusted the carb so it would idle normally but ran into a problem. One of my jets (or something CAN'T REMEMBER NAME TO SAVE MY LIFE!!! is seized open (it controls the fuel intake at over 2000rpm (please tell me as this is driving me crazy!)). So the smog numbers are good until anything over 2000RPM). My ignition timing is currently set at 10 degrees advanced, that's what the smog place wanted, and it's making my car run like crap! Where should it be exactly for normal performance? The car stalls very easily off the line, and will die if I rev it or accelerate too fast. Also, while decellerating at about 2200 and again at 2700RPM the car will "shudder" very badly, this will happen when "cruising" at low speed too, like around a parking lot for instance...
So I need a new carb basically because neither I or my neighbor, who is a chevy mechanic, can get the d--- thing unseized. I found a used rochester 2bbl carb on AZ craigslist for $45 in apparently working order, so I bought it via paypal and am having the guy ship it to me, although I paid 8 days ago, and have not received the item... So I'm kind of thinking I'm getting scammed...
Being in socal I can't exactly swap a Holley 4bbl into it and pass smog, so I'm stuck with a rochester (don't want to spend $400 on a remanufactured one though) or converting to TPI or swapping motors. I *may* be moving to Oregon this summer though, which will greatly reduce my emissions issues, so I have more options. I bet I could pass smog with a Holley or Edelbrock (sp?) on there... But I have done a bit of reading and am realizing a 3.4 swap might be my best option, I could get it to pass smog here in socal, and gain about 60hp. I have already read Dale's guide but I still have some questions, although the swap looks fairly straightforward. Directly bolting up would sure be nice!
