formula for weight vs. hp

formula for weight vs. hp
Is there some rule or formula that says if I add x amount of weight to my car then I need to add y amount of horsepower to keep the car performing the same? What is it?

Hmm...after that im thinking of pulling the backseat, adding a roll cage and race seats in front... 12 hp for 115lbs? geez
