cruise control

i replaced my turn signal lever a while ago, and i just now got around to looking at the wiring under the dash to reconnect the cruise control wire(which never worked). anywho, when i took the old wire from the old lever out of the connector, there was a black wire with a red strip shoved in the connector with it. it looks like someone put it in there, because it's almost like speaker wire. it goes from the connecter to a ground near the steering column. would this stop my cruise control from working? does anyone else have this, or did the previous owner of my car do some monkeying around under there?
