92 v6 problems

My car is havin problems. Got the car on a trade, got the tranny rebuilt and new clutch put in.
the car wont pass emissons.. the HC is reading 374 and the limit is 220.
This car sometimes idles fine when I start it, other times it starts up and is idleing really high like if my foot was on the gas.
When I go down a hill cruising in 3rd gear.. the car will backfire (popping noise) REALLY EMBARRASSING. Sometimes when pulling from a red light, the car hesitates real bad and the more gas I give it, the faster it goes back to normal... sometimes when coming to a stop the car will act like it wants to keep driving, even as im downshifting.. an when i come to a stop it idles high. (sometimes it just drives fine without any of these problem)
I really need some help before this car drives me crazy.. thanks.

btw.. i have also put new plugs an plug wires in the car and it still acts the same.

How about the cap and rotor? High HC means you're probably not burning all your fuel so check the rest of the ignition too. You may need to check the injectors, fuel pressure etc. Is the throttle body and idle valve clean? Vacuum leaks. Again etc.etc.
