Do I need to wait for security light to go off?

Car: Camaro rs 1991, BMW e39, F11
Engine: V6 3.1
Transmission: 5 speed manual
Axle/Gears: Stock
Do I need to wait for security light to go off?
Hy,
I rebuit my 3.1 fully, I didn't touch wiring in the dash yet.
It happend 2 times now that when I would turn the key car woudn't crank ... had tryed depressing clutch pedal and it does nothing.
When this happens I need to take the key out, insert it back and car would start and cut off and just crank after that. Then I need to take key out again and on next attempt car starts instantly.
New IAC and TPS, no vacuum leaks, new spark plugs and cables.
Thoughts?

Normally with VATS you need t owait a good 15 min before you can try crank / start.
the security light will go out after a short time when you turn the ignition to on. if its workign ok... if not it would stay on

With a properly working VATS, (like on my 89 IROC Z Vert, with a new VATS Module and Ignition Lock Cylinder) you DO NOT have to wait for the "Security" light to go off, to start the engine.

Whoops, realized I put it wrong
Normally with VATS "activated" or if it detects an error in the key or something..... you need to wait a good 15 min before you can try crank / start for it to reset
If its working fine and detects no error, the car will start right up and the security light will go on and off during start up.
