DOWN BARS
According to NHRA rules, you are allowed to make 1 bend in the down bars coming off the hoop (or B bar). My question is am I better off going all the way to the back of the car or placing them above (or close to) the shock towers?

Won't make any difference. Unless you make it a 6 point, it won't pass a tech inspection to be a legal roll bar.
The only stipulation on the position of the rear tubes is the size of the material in relation to the length and how many are going to the back. Since you're only installing a 4 or 6 point roll bar, they all need to be 1-3/4" tubing so mounting them in the area of the shocks or right to the back doesn't matter.

The purpose of the forward and rearward tubes is to keep the main hoop from collapsing in case of a rollover. The longer the tubes are, the larger the triangulation is. If you want tubes to go near the shock mounts, weld in some verticals under the rear tubes.

I have two little girls that like to go racing.Their heads don't go above the back of the seat and I have shoulder harness rear seat belts. I was planning on padding the bars also.

it's still a terrible idea...if your car isn't fast enough to require a roll bar (a 4pt isn't good for anything anyway, must have atleast the driver's door bar to qualify) and you insist on hauling your kids to the track in the car, then don't put one in the car.

I was trying to make a joke mw. At least onebadfeacal got it. BTW, does anyone know what length wood screws to use to connect the down bars to the main hoop?

Well you could put helmets on all the kids.Then when your walking them threw the stores everyone would look down and go "Oh what happened"??? and then give them all kinds of free stuff.
