best thing to do is get the whole hood repainted. id say strip it yourself but some body places wont spray it if you do. if your going to attempt it yourself, you 1st want to rough up the coat with a heavy grit sandpaper. then hit it again with a fine grit piece. DO NOT sand untill you see the metal, you only want to rough it and smoothe it so the new paint will stick. thats as much as i know about paint dont feel bad, i have to strip my whole car. it was painted 2 times before i got it and since i added a new nose, hood, and notch back the whole car has to be sanded up and repainted. a lot of work to be done....

you think 2 times is bad I had about 15. anyways if you just scuff it up and featheredge the pealing clear, your new paint will peel too. Because the clear did not stick to the color as is seen, so if you paint over that what's gonna keep it from sticking. I'd ATLEAST remove it to the factory color, and who cares if you reach metal, you just self-etch it befor the base and clear. and you'll have to spray color; there's no way you can have clear and color showing and just clear over it and call it good.

if you hit metal, the car will start to rust exposed like that. DO NOT hit metal. only way you can hit metal is if your going to spray right after the sand job. even then you can trap moisture causing rust.

yeah that is true, but it's unavoidable when your making a panel straight. if the humididty isn't bad and if it's in some shelter away from rain you don't need to worry about rust. if you spot any surface rust before you spray you can just 180 or 320 grit it off.

Its not new paint. The paint is about 6 years old.
But the clear coat just started to come off. I don't want to repaint.
I just want to fix it.

in case you hit metal
If you hit the metal, it's not the end of the world.. just make sure you get it smooth first. I use a metal etching primer that prevents rust.. it's called OSPHO and you just put it on a rag and wipe it on. it's completely sandable and then put some etching primer over top.. it
what's the matter with hitting bare metal?

Well, I'm painting my IROC, but i'm only 17, my dad has been in it for over 25 years now.. He's really good. Thanks for the compliments on the shop, we just started there about 2 years ago, and it has been tough, but definitely worth it. He won't let me work in there if it's not clean...
anyways, anyone that ever wants a paint job...

I have a red 91 Camaro with orginal paint that has the pealing clear coat problem. I've looked for a solution that didn't involve a complete repaint but haven't found one. The only "shortcut" I can think of is to completely wetsand or buff off the clear while leaving the base intack then re-clear the panel. I tried it on my spoiler but obviously don't have near enough skill and went through the base. I ended up rattle canning with Duplicolor.
