Is this idle feed restrictor supposed to be bent like this?

Is this idle feed restrictor supposed to be bent like this?

I've been having trouble idling with the new engine. The carb is a street avenger 670, the cam is a thumpr. I recently got the problem almost 100% gone by cracking the secondary butterflies open a bit so I could close the primaries and still idle. Before cracking the secondaries open a bit, just to idle I had to have the primaries open so far that almost all of the transfer slot was showing.
Could this have anything to do with why I need so much air to idle? If it is, can I just carefully try and stick something in there to space it out properly?
