engine rev limiter?

ok, when i first got the '86, it would not rev past 4.7k, i took out the factory airbox, replaced with home depot racing spec drying machine ducting(aluminum stuff),home made airfoil and dropped a k&n, removed the top of the air filter box and sealed the filter with duct tape(messy but effective). added to that was a crack in the y pipe from trying to run from the cops (during my first and last street race in NYC) and following every one on to a dert road (that was the place to see body kits get wrecked).
any ways, the engine will now actually pull to the red line and bounce at 5000rpm, if this is the rev limiter, in theory, how would i make power to 5500 (after tpi porting) if the engine has a rev limiter?

i have yet to see a TPI ecm a 1227165 with a rev limit of 5000rpm. sounds like an ignition problem.
