Please help! How do I high beams?

Car: '86 Camaro, '94 Camaro, 3 others
Engine: LG4 ->L29, L32->LR4, L36, LG4, L31
Transmission: 700R-4, T5WC, 4L80E, SM465, 4L60E
Axle/Gears: 3.42, 3.23, WTB/WTT 2.93
Please help! How do I high beams?
Tried pulling and pushing the turn signal / washer-wiper stalk, it just flops. It works up and down, as do the wipers.
I'm out of funds for the time being, can I do a bypass on an AutoZone switch in the center armrest? If so, ignition hot to switch to the 2 bulbs in question?
One bulb is new, all wiring currently looks intact.

You can't just run the wiring through a switch, there is too much current for that. You'll need to wire the switch to activate a relay which sends power to the bulbs.
That being said, fixing your high beams right shouldn't be too difficult. The wiper stalk pushes a small plastic piece, which in turn pushes a rod inside the steering column to activate a switch at the base of the column. Most likely your problem is a missing rod, that plastic piece, or the switch at the base of the column. If you look under the dash at the base of the column on the right side, you should be able to see the switch and the rod. The switch is mounted to the column with 2 screws. If everything looks good there, then you're missing the plastic piece in the column. Only place I know of to get that or the rod is a parts car or junkyard. If the switch is missing, you can get a new one at any parts store. They aren't very much.

Switch itself is good, rod is good, so it must be the upper part.

That's kinda what I suspected you would find. Last time I had my column apart, that piece fell out, and I didn't notice till I had it all back together. It did the exact same thing you were describing.

I wish I could tango which is like Skype to see if u guys can show me this problem cuz my wiper stick clicks right and left for turn signals and the cruise control works but flops/loose when I wanna use the brights as far as looking for the right parts you guys are identifying i'm clueless and I need help with this issue as well.... also thought it was a multifunction switch, what a mechanic told me.

My high beams won't turn on either, and I'm working on that today. Here's a picture I took of the rod and the switch under the dash. The red line goes along the rod, and the black arrow points to the white switch.
I also took a quick video of the switch moving. Here:
I think my switch might be bad, as the rod is clearly moving. Maybe it's not moving far enough to engage the switch?

Looks like you've got enough movement to me. I'd check the switch with with a DMM, and the wires to the bulbs
