Possibily Bad Starter? Car Won't Start After it Rains.
So Tropical Storm Elsa just rolled by this morning, my car since I have no garage, just got dumped on. When I went to start it about 45 minutes ago, it did not want to start. I heard the metal "thud sound" as if the starter was bad or an extremely low battery. I put the multimeter on the battery and it was just under 13v. I tried to jump it anyway. At first it kept making the metal thud sound, eventually it made the clicking/machine gun sound of a low battery and eventually it started.
The battery is an ACDelco and is 2 years old. Starter I believe is Ultima from O'Reillys and is 3 years old. I'm 99% sure it was a reman. It did this to me earlier in the week as well. I let my car sit for a few hours and it poured. Sure enough, after it stopped raining, I went to go start my car and no luck. Yesterday it was completely sunny and my car started on the first turn of the key with no problem. This all started over the weekend. Could it be my starter is going bad already and it doesn't like to get wet? It probably has just over 10K on it.
My spark plugs, wires, cap, rotor and ignition coil were replaced in December. I used all ACDelco parts and NGK shorty plugs.
My car is a 1986 Camaro IROC Z 305 TPI.
Any ideas?

Crawl underneath and check your starter connections if you haven’t already, 2 summers ago my GTA would do nothing or click when I hit the key but eventually would crank up after some time or a whack with a wrench. It did this every few days for a week or two until I went underneath to check it out. It turned out I had a loose connection on the starter solenoid. Just for kicks I cleaned up the terminals down there as well and retightened everything and all was well.
