the economy is still stinky so you could probably find a machine shop who would do a valve job on the cheap incl parts, testing springs, checking head, cleaning and if it's not been done, new guides...

when you open the hood and look there is no way of knowing if your heads have been ported, cam changed, bored and stroked etc. So, have at it because there is no way of seeing that with your eyes.

they can't help you because you have an OBD1 system
