It has only been pulled to about 6500 on the dyno, then it kinda starts to float the valves. It's making peak power right there in the 6500 area, so without the valve float I think a 7K shift would...

The LT1 intake is almost identical to the miniram intake. They are both one piece intakes, so they don't have a separate plenum, runner, base, etc...

The only LT1 part on my car is the intake.

I dunno, maybe. Right now his car is making no power, none, zilch, nada, nothing. Another 100 RWHP still won't put him beyond 300 RWHP. I seriously doubt less than 300 RWHP is going to start...

You can spend a lot, upwards of 20K, really quick if you aren't careful. I would guess that an absolute budget build would be in the neighborhood...
