The stuff on the inner fenders is a rust proofing spray. That is also the reason for the hole plugs in the door jambs. It had the rustproofing 'treatment' at some point, possibly before the car left...

I used pipe caps on my Edelbrock headers 20 years ago and they are still installed and work fine. In hindsight, it's not the cleanest solution, but it's cheap and works.
