Changing altitude

What's involved in tuning a car for a different altitude? A buddy from Nevada has an '84 car with a CC Q-Jet (100% factory from bumper to bumper, with regular maintenance) and we're in Augusta, GA currently. Big difference in altitude, huge difference in the car's performance.......I'm assuming at least adjusting the carb, but do you have to change the jets as well? And what specific adjustments would have to be made?

Car: No more birdy
Nothing special on the CCS. Your freind might want to bump up the timing a little bit even though the sticker on the fan shroud says its not needed. No jet changes needed either.
