TPI 5.7 wont run

1992 Firebird, 305 tbi to 350 tpi conversion.... the fuel pump is new and this car ran, parked it to repair a water/oil mix issue with intake manifold gasket. It only sat for about 3 weeks, took fuel line loose at filter, pump will jet fuel through filter. 9th Injector is blocked off and ignition is working, double checked timing. The fuel rail doesnt seem to be holding pressure so it will not start. Is there a check valve or something im over looking? Like its bypassing, I dont smell fuel as if it were flooding, Ive checked fuel lines up to rail to make sure there isnt a cripped line. The rail is getting fuel ... im out of ideas .. could the rail be at fault and why?

Just replaced fuel regulator to elimate that as a suspect

Are both plugs on the back of the distributor fully seated?
Does it crank and crank and nothing, or does it cough and sputter and still not start?
What did you use as a coupling for the new fuel pump?
