I am rebuilding an 89 IROC and wanted some advice on the cam that I should get. I am going to use AFR 190s and was thinking about getting a ZZ9 cam. any advice would be helpful.

The LT4 HOT Cam is better than the ZZ9 and it MUCH less expensive. $160 as opposed to $400. If you get the ZZ9, you also may have to replace your springs and retainers, another $150+. The LT4 HOT Cam specs are Duration @ .050 218*/228* with .492"/.492" lift.

Axle/Gears: 12-Bolt 3.73
You'll need new springs with the LT4 HOT cam too, as the stock ones are good for .480" lift. The ZZ4 cam is another good choice, I had one in my car.

You should not need to worry about springs if you have the AFR heads. The springs that come with the heads should handle either cam.
OF the two,I have to say that the Hot Cam would be a better choice. The guys on the corvetteforum.com really slammed the TPIS cams. Supposedly they are groung out of spec. You might want to check into it. I like the CompCam Extreme Energy line. They have aggressive lobes without being radical and still maintain good idle characteristics.
Something along the line of a 218/224 ground on a 112lsa.

The stock springs are good to .500" lift.
