1)They are the diverter valves/solonoids for the AIR pump (emissions crap) to direct air to either the exh manifolds or the convrter depending on the temp of the car.
2) yes, depending on where you live
3)revert to #2
4)yes they can put things in even more irritating places.... try getting to the back hold downs on an HEI distributor cap on a LG4 motor... or changing the fuel pump in the gas tank

yes u can ditch it. Only downside is if you still have a cat it may clog up cause its not getting air to help with the conversion process. Simple solution, gut the cat.

If you have no emissions to pass... junk it. It's not really hurting much but, it's more ugly crap under the hood (LG4s don't need any extra help there..
).
Oh yea.. to add to irritating places for GM to put things... try finding the turn signal flasher relay

yea i thought the vats was bases on the computer because you can burn chips to rid VATS.
I had that box removed for about a year and the cat never got clogged.
If your inspections dont check under the hood or arent as strict, then you can remove that box. when you do, might as well take the smog pump and ugly hoses with with it, but then you will have air comming off the A.I.R. tubes on the manifold. Simple solution for that, get headers ..

I had that stuff... it also helps if you relocate the coolant diverter valve for the heater. Or else get rid of it period. I relocated mine and have not had a problem since. The how-to is in the sig. I also ridded the engine of the AIR valves as shown. I took it off after an incedent of the cat filling up with coolant....so the darn thing is all screwed up anyway. I think removing it would solve a lot of problems. Don't know for sure.
