The law in ND

1) You're supposed to have the license plate in the front, but I see a ton of cars that don't have it and I don't really think it's enforced.
2) Heck no to emissions testing, you wouldn't believe how hard it was to pass a law requiring people to wear seatbelts.
3) We go to good ol' MN for the beaches and Montana for the skiing, and it's not too far a drive for either.

In summary ND is awesome as long as you can stand the cold weather.

1. Front plates? Yes, and yes they enforce it.
2. E-check? How about a 50mph dyno test? The smog ***** are alive and well in the People's Republik Of Massachusetts.
3. Ski? All over the place. Ocean on the eastern side of the state but it's too frieking cold to matter.

Vermont.
1. Front plates? Yes, but I've been without for years. It's only a hassle at sticker time.
2. E-check? Nope. Just a visual, and that only consists of looking for a cat. Never popped my hood at an inspection yet.
3. Ski? Everywhere. Ocean? Bout 4 hours. Plenty of lakes though.

Just want to correct the 50MPH dyno test. The original
plan WAS to have the vehicles tested at 50-60MPH. But
changed right when the new program started back in
1998. The dyno speed test is 30-33MPH. I am a MA.
state inspector, unforunately.
You are right about everything else though! The Registry
of MA IS a bunch of *****! I hope they all die a slow pain
ful death! No joke. The Registry police show up at any
given time to "check up" on us inspectors. If I screw up
or make a vehicle pass that was suppose to fail, I get
my license taken away and most likely lose my job.

Long Island, NY
1) 50/50 shot of getting away without a front plate
2) Visual and exhaust check, although friendly mechanics fall of trees around here...and by trees i mean when you pay double regular fee.
3) best beaches in the states - from right next door to 30 min in the middle, although the north shore beaches aren't that great so from up top to down below your looking at 45 min
ski resorts are plentyful upstate and PA - an hour and up from western li to closest one.

Just to clarify the NC answers

a)Have to put a license plate on the front of the car?

no, they only give you 1 plate

b)Have to pass emissions? If so, how picky?

Only '96 and newer (OBDII) and not in all counties yet. Older cars just a safety check and visual emmisions equipment inspection (ie everything is there, pretty lax at most places) you can get away with just about anything if you know the inspector

c)Is there a ski resort or beach within a 3 hour drive?

Yes to both

Hi from your 54th State (Canada = 53rd? ) or perhaps your 600-mile long, stationary, aircraft carrier run by ******* Blair and his police state...

Front number plate? Definitely!
Emissions? Definitely at the MOT test (annual inspection thingy in UK. Fortunately only cars after 1994-ish need cats over here)
Ski resort? LMAO! Erm I suppose there is Aviemore in Scotland, or maybe Snowdonia in Wales..

Southwest Georgia
At the other end of ths state from above...

No front plate, No emissions testing (probably only done around Metro Atlanta). Three hours to Gulf Coast Beaches (Panama City, et al,) Three hours to the Atlantic Coast (Jekyl Island, Cumberland Is, Fernandina Beach, Jacksonville Beach) Five hours to Daytona!)

Ski resorts - about a five to six hour drive. Some in extreme North GA, but better to drive into Tennessee or North Carolina... I don't Snow Ski anyway, but since it is not usually all that cold I have been known to wetsuit waterski in the winter!

Don't know if North Carolina has already been answered, but

1) No front plate
2) We do have emissions, HOWEVER they are doing away with the sniffer test on our cars (and 93-95 F-bodies) in 2006. But you still need a "visual check", and they picked on my chrome air filter last time I got an inspection! (It does not have a snorkel)
3) From pretty much any given point in NC you have either a ski resort or a beach within 3 hours, probably both if you live in central NC.

front plates ARE REQUIRED BY LAW. i have never heard of anyone being ticketed for it, but my dad got a "warning" one time.

once i get my new plate i plan on seeing how long i can get away with it in my front window.

also snifer tests are not in alot of areas (like stated above) if you are before 91 now they don't even put you on the rollers, you just rev to 2500 and they sniff for two things (3 if 91 or newer)

visual includes looking for a cat. i ahve NEVER heard of them poping the hood.
