headlight stupid question

I've got an 85 Berlinetta, that was "re-engineered" in some areas by the previous owner. He must have a lot of extra screws at home because they weren't ont the car! When I finally got the light switches to work I see that only the outer pair of lights work. They are both low and high beam. If this is normal, what are the 2 inner bulbs for? Are all 4 supposed to light on high?

Yes the two inner lamps should come on when the high-beams are on. Check the tech section for a great tech article on how our lights are wired up. Might help you troubleshoot the problem.
