Speedometer out of car...not on zero

Car: 82 Camaro; in process of resto
Engine: 350 4bbl.
Transmission: 700R4 with B&M Lockup
Axle/Gears: Moser 28-spline axle; 3.23 gears
Speedometer out of car...not on zero

I just bought a new (well...new to me) speedometer guage set for the Camaro...160k miles on it//dual needle 85mph type. I have an ignorant question: The speedometer is resting at 60mph, and the gas needle is at 1/4 tank. Is this normal? How did the speedometer get that way? Most importantly, what can I do to fix this so that the speedometer is properly zeroized? I'm reluctant to just push it.

Now I am not 100% sure but I don't think they go to zero unless connected up. Try and pop it in and see.
