What should I use to reseal all the drain holes in the floorpan and seatbelt brackets

Engine: LS1 install in progress
Transmission: 4L60e
Axle/Gears: 9 bolt
What should I use to reseal all the drain holes in the floorpan and seatbelt brackets
I took out my carpet in the passenger area of the car and stripped the entire floor pan to bare metal to coat with POR-15. I removed all the covers for the drain/access? holes in the floorboards. 4 were originally covered with that sheet of tar? (#1 pic) or whatever and the other 2 under the back seats (#4 pic) were sealed with somekind of glue or whatever. What should I use to reseal them?
also where can I get those tar like seals they have under all the seatbelt brackets? (#3 pic) ThanX.

ThanX. I was thinkin that. Since I am replacing some of the seam sealer in the car anyway, but wasn't sure if it would hold the metal covers good or not seeing how fragile the stock seam sealer was. But hopefully the 3M stuff will last.
