Passenger Dash Whine

Car: 1992 Firebird T-Tops
Engine: V6
Transmission: Auto
Passenger Dash Whine

Anybody have an idea for what could be whining under the passenger side dash? It starts when I turn the key to the accessory electronic position or with the engine running, and continues about 2 seconds after I turn it off. It whines regardless of whether the climate control is on or off. Jim suggested it could be the HVAC?

Maybe the heater motor? Go under the hood and unplug the big purple wire to the heater blower motor and see if the noise goes away. About the only thing there that could do that.
