Sick over some rust

I decided that I wanted to redo the interior of my car. I ordered some new carpet and got a set of 4th gen seats pretty cheap. I stripped out the interior and what do I find......RUST...its small and I think can be repaired but im still sick over it.
This is the passenger side. I cut out some metal. There is a layer of what looks to be epoxy then more sheet metal. How did the rust get in there and how do I stop it? I plan to Por-15 the whole pan. Any easy way to get that nasty seam sealer up burning it with a blowtorch just melts it to like bubblegum. Would spray tar on top of the Por-15 be ok to fill in the seams?

Looks like a little surface rust. Just POR-15 over it. Nothing to sweat over.

I would think you would need to clean it up before using por 15?? rust is like cancer it eats off metal. Im going to por 15 my under body soon but im probably going to sand all scratches and surface rust off first. Good luck with that rust I know how ****ty it is to see that. i just found some in my trunk while getting ready to paint the car i was taking off the tail lights. I found it under the spare tire it looked like water got in between my sealer and the metal.

I have noticed that the rubber seam sealer seems to be a breeding ground for moisture. While scraping chunks of it out of the seams. I noticed that the places where rubber meets metal was wet with moisture. I decided that i needed to get all the old seam sealer out and Por-15 under it. That stuff is tough tho. Burning and wire wheels dont work...dont even try to sand blast it. Solvents are going to be the only way...Im gonna try acetone and see what happens. Please give me some ideas on what will eat or wash that rubber away. Judging by the way it burns its a pertoleum based rubber.

be sure to scuff/ sand/ clean the area real well before using POR 15.....or else it just flakes off easily...ask me why....
