Ignition Cylinder Removal

I purchased a steering column from ebay. It said it came with a key although it didnt. It didnt have a steering wheel on it. I got a couple of the rings off and the plastic thing on top. Its to the metal flat plate thing. I think there is a tiny ring holding that on but its like super duper hard to get off. Is that what I need to take off to get it out? If it helps I think it was from an 83 blerinetta. I dont to put an ignition switch back in there, so breaking it is fine, its already mangled up from me breaking it. It to turn now, but I want to get it completely out so it doesnt accidently lock on me or something while im driving.

you forgot to say that he needs a tool to push that lock ring down so he can get the snap ring off. that plate has a strong spring under it. tool is required to be safe!

you can rent one. its the steering lock remover. then use a pick to remove the snap ring when it has the spring tension off of the lock plate.
