Slight chance it's the Wiper Motor since they do work on high...But you could try to Disconect the battery for 10 minutes or so and then see if the Wiper Motor will reset it's self. Ya most likely got a Bunch of that Gunk Clogged in there. And it needs to clear itself out..Go to Auto Zone they are Cheap to buy if ya end up needing a new one....

Re: windsheildwipers not working right help!
I just had a similar problem with my wipers. I removed the cover to replace the pump. After reassembly I would only get high speed and they wouldn't park when turned off. After a week or so of fixing parts that I broke (loooong story), I just got them fixed tonight.
I have an '85 Berlinetta with the touch control pulse wipers. I didn't realize that I needed to remove the end plug when removing the cover assy. I had left it on, but was able to remove the cover anyway. After mounting the cover, the contacts from the park switch assy weren't being 'seen' by the wiper electronics. Putting the plug in AFTER mounting the cover fixed it.
What type of wiper system do you have (standard, pulse, touch)? Did you take anything apart?
The troubleshooting chart shows either a bad circuit board, motor, or park switch, depending on which system you have.
My guess would be that you got water inside the cover. Hopefully it will dry out in a day or so. If it still doesn't work, I'm afraid you may have fried the electronics. If so, you may only need a new cover assy. Any decent junkyard should have them.
Good Luck!
