Wondering if anyone could tell me the easiest and cheapest ways to fix these 2 issues.
Both of my handles are like this.

Then this is really the only bad spot on my car.
I would love to know if there is a way to fix these. And I really Dont want to repaint the whole car.

Buy new handles and door lock cyl covers from GM.
I like GM but you can get the cheapy handles and they work. If you get the cheapy handles save the lil rubber stoppers from your stock handles and put them on your new handles.
Repaint the roof and blend into the quarterpanels. Not the best but will get you by.

Do you think it would be possible to just paint the handles and locks? And what would u think about a temporary vinyl wrap on the roof just till I get the money to fix it. Cause my dads friend said he could fix it and make it look newish for like 200 but I'm broke for now lol

Pull the locks and handles and repaint them with a quality paint. Save your money until you can have it repaired properly which will involve stripping it to at least the primer and repainting it.

Re: 2 issues
My guess is that the spring is broken on the old handle and that, as a consequence, the handle flops a bit. I'd replace (the doors are noisy enough without the flopping issue).
