Transmission: T56
Axle/Gears: 3.73
can this paint be repaired?
I would like to just temporarly fix this paint if that's possible until I can afford a new paint job. Mainly just clear has come off and the sun baked the paint. Any help is appreciated.

To properly fix peeling clear, the panels should be stripped. Best off leaving it alone and waiting until a paint job is in the budget.

If it was me, with my very very low budget, I would try to peel all of it off and either leave it flat or spray paint a clear coat. But thats just me.

Would I be able to wet sand those spots to get it all off? then spray on a clear coat? Or will it look flat still

You can wetsand to feather in the clearcoat edges and then spray clearcoat (careful to not sand through the paint), just don't expect it to be durable or match

You can not wet sand that. your first answer is the correct one. You do not sand base coat. it will mess up the paint and will show if you respray clear over it. It sucks but all GM cars did it back in those years. If you are just die hard on trying something, Just get some clear in a can and spray over it.... but if you sand on it first then spray clear on it, the scratches will show.....

I actually just had the same problem on my truck, I used 1000 grit wet sanding paper and sanded the hood and roof of my truck. I sanded the clear to feather the edges and I sanded the exposed paint to smooth it out. I cleared both areas and I see no signs of scratches under the new clear. Just be delicate when sanding on the paint. I picked up all the materials for about $100
