Sealing leak from inside?

Sealing leak from inside?
Water leaks in around my hood release cable grommet. After weeks of tracing and testing it, the water seems to be entering somewhere under the screen below the wipers, too deep to reach and seal.
My question is, is it a good idea to just seal around the grommet from the inside? I hesitate because I don't want to superficially fix the problem when water could still be getting in places it shouldn't. But maybe the grommet is the only thing that's supposed to seal the water out of that area anyway....

EDIT: The grommet leaks when I pour water in/over the circled areas.

There should be a way for it to drain out of the cowl area and not into the engine bay. Is it coming from the top of the cowl or from the inside area where the wiper transmission is

When I pour water into the cowl area some drains out the fender drain and some into the engine bay drain. It leaks when I pour water in the screen and it drains past the wiper transmission or when water drains past the other area circled in red.

Yuup. got T-tops? pull your A-pillar plastic piece off. and look for water Trails. mine Does this during HEAVY rain and wind.... fn t-tops!!!! but its worth it on those "good days" hahahahaha

There are a few sheet metal panels meeting together under the cowl. The seams are sealed with seam sealer. There is a cavity (inside cowl) that slopes from the middle out towards each fender to drain. Start by removing the plastic cowl (circled) and checking for an obstruction. Next check the seam sealer condition, remove and replace seam sealer as needed. Replace the hood release grommet. From the picture there is an excessive amount of seam sealer around the hood latch cable.

I had the plastic screen off and inspected inside the cowl cavity where the water drains out and everything looked good. Not a trace of rust. As you can see I had been removing seam sealer that looked weathered and resealing the area. I have a feeling the only way I'll be able to get to the leak is to take the fender off or something...
