Rust Bubbles

Alright, Got a Texas car, clean all around, except for a little bubble on the hood and windshield column.

I'm gonna need to get the car painted but it is pretty presentable as is.

What is the least intrusive and most effective way to eliminate these pesky spots?

Re: Rust Bubbles

Grind down to bare metal and then spray with phosphoric acid and then spray with epoxy primer. Look at the backside of it to as it may have rust there too, if so do the same.
