I've read that 200* in the oven will soften up the glue, then you can slowly and carefully start removing the lens. Never done it myself. Do a search for more.
Now that being said, I've restored several sets of tails and other plastic lights without removing the lens. I've found that if you take a good strong soapy water or simple green solution, fill the housing about a quarter full, slosh it around a bit and let it soak. Keep it cool so it does NOT dry. Give it about an hour, then repeat the process. Shake...rinse...shake rinse...until you feel they're pretty clean and you've got no more soap or cleaner in there. That'll do a pretty good job of cleaning out dirt, dust, bugs, gunk, etc. etc. Then do your standard sand/buff/polish to the outside of the lens like normal. I've used this method on some pretty ratty looking lights. Even though you can't FULLY clean and restore the inside this way, it'll still leave you with a 9 out of 10 quality resto.

I saw on youtube,,no heat needed,, 4 plastic plugs come out and a few clips,, they fall apart and are simple to make new again.
