This bolt is on the bottom of the Driver Side fender (see pict).

It has three holes...tried a spanner wrench to no avail.

Any idea how to remove it?

You’re looking at the nut, which is spot welded in place. The bolt head is on the opposite side. The bolt should be horizontal, it looks like the sheet metal is bent about 90 deg. Pry the flange straight again and you’ll have access.

Yeah, that is bent, very typical sight. Just bend it down, 13mm for the bolt, i think.
